Buying Land in LDA IT City or Wellness City? The New Affidavit Rule Explained

If you've been eyeing land on Sultanpur Road in Lucknow, there's a rule change you need to know about before you sign anything.

At the end of October 2026, the Lucknow Development Authority (LDA) set a new condition for land that's been notified for two of its biggest townships, IT City and Wellness City. Owners can still sell. Buyers can still buy. But the buyer now has to file an affidavit agreeing to bring that land into the scheme through land pooling, and the sale deed itself must mention it.

That one line changes what you're actually buying. So let's break it down.

What exactly changed?

Until now, a lot of buyers treated land inside notified villages as a gamble. Would LDA block the sale? Would the land get acquired? Would the registry even go through?

The new rule gives a clearer answer. Sales are allowed, but only on the understanding that the land will go into LDA's pooling scheme. You aren't buying a piece of farmland to hold forever. You're buying a claim on developed plots that LDA will hand back once the township is built.

According to Hindustan's Lucknow edition (as tracked by Lucknow property researchers), IT City is also set to launch alongside Awas Vikas's Saumitra Vihar scheme, with a target of launching by Diwali.

How land pooling works in IT City

Under LDA's pooling model, a landowner gives their land to the scheme. LDA develops it with roads, water, drainage, power and parks. Then the landowner gets back a share as developed residential plots. For IT City, that share has been reported as 25% of the land contributed.

LDA has already been running draws for pooling landowners. In mid October 2026 it allotted 800 developed plots to 534 farmers, which took the total across the first four phases to 2,197 plots.

So if you buy notified land now and file the affidavit, you step into the landowner's shoes in this process.

Expected plot rates (not final)

Here's where the money question comes in. Hindustan Times reported on 27 October that:

SchemeLocationExpected rate (proposed)
IT CitySultanpur RoadAbout ₹4,000 per sq ft
Wellness CitySultanpur RoadOver ₹5,500 per sq ft

These are proposed rates, not final prices. LDA's brochure will set the real numbers. But they give you a benchmark. If you're paying a price for raw notified land, work out what you'd actually get back in developed plots and compare it against these figures. Sometimes the maths works. Sometimes it really doesn't.

Who should consider this, and who shouldn't

Honestly, this suits a patient buyer. Someone with a three to five year view who's comfortable waiting for LDA's development and allotment cycle.

It's a poor fit if you:

  • want to build a house soon
  • need the money back within a year or two
  • want to choose your exact plot location (pooling allotments go by draw)

Watch out: not all IT City land is open

Don't assume every plot near IT City falls under this rule. Earlier in 2026 LDA banned buying and selling in the Phase 1 area of IT City (about 686 hectares). Land in other phases has its own status. A seller might say "it's IT City land, the new rule allows it," but that may not be true for that specific gata number.

Checklist before you pay token money

  1. Get the gata (khasra) number and check it on upbhulekh.gov.in. Does the seller's name match the khatauni?
  2. Confirm which phase and village the land falls in, and whether sales there are currently restricted.
  3. Ask LDA (or a lawyer who deals with LDA schemes) for the exact affidavit format and the clause the sale deed must carry.
  4. Check for any loan or dispute on the land through an encumbrance search at the sub registrar office.
  5. Work out your real return: price paid for raw land vs the developed plot area you'll get back at the expected rate.
  6. Never pay a big advance before the papers are verified. A small token with a written agreement is fine. Lakhs in cash are not.

Frequently asked questions

Can I still buy land in the LDA IT City or Wellness City area?

Yes. As of late October 2026, LDA allows owners of notified land to sell and new buyers to purchase. The condition is that the buyer files an affidavit agreeing to bring that land into the scheme through land pooling, and the sale deed records this.

What does the affidavit actually commit me to?

It commits you to give that land into LDA's land pooling scheme. Under LDA's pooling model for IT City, landowners get back a share of developed residential plots (reported as 25% of the contributed land) instead of keeping the raw land.

What will IT City and Wellness City plots cost?

Hindustan Times reported expected rates of about ₹4,000 per sq ft for IT City and over ₹5,500 per sq ft for Wellness City. These are proposed figures, not final LDA prices.

Is all IT City land open for sale?

No. Earlier in 2026 LDA restricted buying and selling in the Phase 1 area of IT City. Always check the exact gata (khasra) number against official records before paying anything.
